Elevation certificates
The Texas Water Development Board explains that an elevation certificate records a building's flood exposure and is one factor in flood insurance premiums.
The FEMA form
TWDB says the certificate is required when the property is in a high-risk flood zone.
TWDB says the certificate must be completed and sealed by a licensed surveyor, architect or engineer.
TWDB notes the certificate by itself cannot be used to waive the requirement to buy flood insurance.
